Estidama is Abu Dhabi's sustainability programme, and its Pearl Rating System scores buildings rather than products: one Pearl minimum on new buildings since 2010, two where the funding is governmental. A finish supports that score through evidence — a VOC emission test report, an ingredient disclosure, a verified life-cycle declaration and a fire classification. Read each for who issued it, which product names it covers, whether anyone verified it, and when it lapses.
Estidama, the Pearl Rating System, and why finishes come up early
Estidama is Abu Dhabi's sustainability programme, and the Pearl Rating System is the instrument inside it that scores buildings; Abu Dhabi's Department of Municipalities and Transport owns both. It works as a condition of consent rather than as a voluntary badge: since 2010 nothing new has been permitted in the emirate below one Pearl, and anything built with government funding has to reach two. A rating that must be demonstrated with evidence cannot be assembled at handover from whatever happened to be installed, so the material questions arrive at concept and design stage, next to the drawings rather than after them. That is earlier than most finishes conversations begin.
For a finishes package this means the schedule has two readers. The first is the design team, working out how a room should look, feel and sound. The second is a reviewer who will ask what each material emits, what it contains, how it behaves in fire, where it came from, and who verified any of that. A sample board answers the first reader completely and the second not at all. In Abu Dhabi both readers have to be satisfied by the same document, which is why we ask for a finishes schedule at the outset of a project instead of a set of reference images.
The regime is emirate-wide rather than city-wide. Al Ain is part of the Emirate of Abu Dhabi, so a villa there answers the same Pearl requirement as a building in the capital, and the surface-by-surface material logic for such a house is set out in natural finishes for an Al Ain villa. Dubai runs its own scheme, Al Sa'fat, administered by Dubai Municipality with Silver Sa'fa as the minimum on new buildings, and the finishes side of it is covered in Dubai green building finishes. Two scorecards, drawn up differently, largely satisfied by the same folder underneath.
What a finish can contribute to a Pearl submission, and what it cannot
Only two parts of the scorecard give a wall, floor or ceiling finish anything to say. Livable Buildings deals with the quality of the spaces people occupy, which is where indoor air, thermal comfort and acoustics are assessed. Stewarding Materials looks at the substances a specification commits to, where they came from, and what becomes of them at the end. Everything else on the scorecard belongs to other consultants: energy and water carry far more weight across a submission than any surface does, and a specifier is better served by knowing that at the start than by a supplier implying otherwise.
In practice the materials category asks three answerable questions about a finish: where the material came from, how far it travelled, and how much of it the job consumes. Transport is a genuine line in the footprint of an imported manufactured plaster, and it belongs inside the submittal rather than outside the conversation. Quantity runs the other way on thin-section work, where the strongest argument is subtraction: a microcement coating over a sound existing floor keeps that floor out of the skip, and the saving can be stated in tonnes. For an earth wall, origin is settled by a mix trial rather than a brochure, and the wall's own figures sit with rammed earth.
Within those two categories a finish supplies evidence; it does not earn a rating. There is no Estidama-certified plaster, no Pearl-rated microcement, no rated ceiling, and a datasheet implying otherwise is describing a scheme it has misread. Buildings are rated. Products contribute. Which credit a document supports, and what it is worth in points, is decided by the assessor on that project with that design team, and no material supplier can settle it in advance. We write submittals that state what each document proves and leave the arithmetic to the people whose job it is. The clay-specific version of the argument is in clay plaster and Estidama Pearl.
What an Abu Dhabi finishes submittal actually contains
A submittal is assembled per material, and on an Abu Dhabi job each material has to answer five things. What the product is and how it is mixed and applied: the technical data sheet. How it is handled, stored and disposed of: the safety data sheet. What it releases into the air of a finished room. What it is made of. And how it behaves in a fire. Alongside those sit the pages that tie paper to wall — the exact product name and colour reference, the build-up coat by coat, the substrate criteria expressed in numbers, and the sample or panel the finished work will be judged against.
A reviewer does not read that folder front to back. They take the schedule, find the room, find the material, then look for the one page that answers the question in front of them, so a document's usefulness depends on being findable as much as on being valid. Label each file by product name, document type and expiry date rather than by a supplier's internal code. Put a one-page cover note at the front stating what is enclosed, what each item evidences, and the status of anything not current. That note is the part of a submittal a busy assessor genuinely reads.
The second structural point is that a submittal describes a system, not a product. Where a finish is built up from a primer, body coats and a surface treatment, every layer has to be represented, because a certificate covering the plaster says nothing about the primer beneath it or the treatment over it. The same applies within a family: a document naming one texture does not travel to another simply because both leave the same factory. Assemble the pack the way the wall is assembled, layer by layer, and the gaps show up while you can still close them.
Three documents, three different questions
Three instruments get used on submittals as though they were interchangeable, and they answer entirely different questions. An Environmental Product Declaration reports quantified environmental impact across the life cycle of a product, follows published category rules, and always carries verification by a party outside the manufacturer; it is what the materials category is asking for. A Health Product Declaration is concerned with human health alone: it discloses the contents of a product down to a stated threshold and screens those contents against published hazard lists. It follows a fixed format but may be self-prepared, and self-preparation does not make it worthless — it makes it a different class of evidence.
The third instrument, a VOC emission test report, does neither job. It measures what comes off a finished surface into chamber air over a defined period under laboratory conditions, and it is what an indoor-air question is actually asking for. Emission classifications and labels are built on reports of that kind, and the report behind the label is the thing to obtain, because a label compresses a table into a letter. A fourth item, reaction to fire, is not a sustainability document at all, but every Abu Dhabi submittal asks for it, so it lives in the same folder.
For the clay plasters we install, that classification is Euroclass A1 to EN 13501 and EN 15824, with Class 1 and Class 0 surface spread of flame to BS 476-7 and BS 476-6. Both the European and the British classifications appear because specifications in this region are written against either, and a pack carrying only one of them tends to come back with a comment. Knowing which document answers which question saves a review cycle: pull the emission report for the air question, the disclosure for the materials question, the fire classification for the fire strategy, and leave the rest in the library until somebody asks.
Reading a certificate: issuer, scope, verification route, date
Four checks decide whether a document will hold. Who issued it, because a testing laboratory and a marketing department are not the same signature. Which products it names, because certificates cover specific product lines rather than whole ranges. Whether a party outside the manufacturer verified it or the manufacturer declared it itself, because both are legitimate and they are not equal evidence. And when it expires, because the validity window is part of what the document says rather than a footnote to it. Each of the four can be checked in under a minute, which is a great deal less time than a returned submittal costs.
Our own register shows how much the scope check matters. The Eurofins Indoor Air Comfort GOLD certificate we hold, issued by Eurofins Product Testing A/S, covers Smooth, Rustic and Tadelakt, with the full VOC emission test reports behind it. The Health Product Declaration — HPD v2.3, full disclosure to 1,000 ppm, valid to 7 February 2028 — covers Demi-Rustic and Rustic, and it is self-prepared rather than independently verified. A schedule written entirely in Demi Rustic therefore falls outside the Eurofins scope, even though the material family is identical. Establish that while the schedule is being drafted, not when the pack comes back marked up.
The verification question deserves the same plainness. A self-prepared disclosure made to a published format is a real document with a real discipline behind it, and it is not the same thing as one somebody independent has checked. Writing that distinction into the cover note is better than letting a reviewer discover it on page four. Nothing in our register is unusual for a natural finishes range; what is unusual is being told where each document stands before the review rather than during it. An expired declaration, and how to read one
The Environmental Product Declaration for the Clayworks plasters, issued by the International EPD System, lapsed on 8 November 2025. Renewal is under way. We will not put it in front of an Abu Dhabi consultant as a current document, and nobody should accept a lapsed one from any supplier, ourselves included. On this kind of document an expiry date is not administrative housekeeping: the verification was carried out against data with a defined life, and once that window closes the declaration no longer evidences anything about the product as it is manufactured today.
It matters just as much not to over-read an expiry. A lapsed declaration is not a withdrawn one, and it is not a finding against the material. It means the verification cycle has come round and the work of renewing it has to be done. The correct position at submittal is to say where the document stands, submit what is currently valid in its place, and give the date the renewed version is expected — rather than leaving the old file in the pack and hoping nobody turns to the page with the date on it.
This is why we publish the status of every certificate we hold instead of a wall of logos. The register is on the credentials page and the documents themselves can be downloaded from the specification library, so a consultant can check us rather than take our word. A credentials claim that cannot be checked is worth nothing on a Pearl-rated project, and one that includes a lapsed document, openly labelled, is worth considerably more than one that quietly omits it.
Where finishes submittals actually fail
Five failures account for most returned finishes packs, and none of them is technical. The first is a name mismatch: the schedule names one texture, the certificate names another, and nobody can tell whether the evidence covers the specified product. The second is substitution, where a document belonging to a neighbouring product in the same range is offered because it reads better. The third is a lapsed file left quietly in place. The fourth is the entire library sent at once, which invites questions about documents that were never relevant. The fifth is a claim of certification at product level, which tells a reviewer everything about the supplier.
A sixth failure happens after approval, and it is the expensive one. A colour is changed, a system is swapped for a cheaper equivalent, or a coat is dropped from the build-up during value engineering, and nobody goes back to the approval granted against the original. The evidence in the file then describes something other than the wall. Any change to a specified build-up should trigger a re-check of the document set before it is priced, not after it is applied — and the same is true when the applicator changes part-way through a package.
The last one is procedural rather than documentary. Where material is bought from one company and applied by another, the submittal is written by the party that did not do the work, and the two can drift apart quietly: a different mixing ratio, an extra litre of water, a substituted primer. Keeping supply and application inside one contract is what makes the submitted product and the applied product the same object. It is the reason we price both together instead of selling material into somebody else's programme and hoping the paperwork still describes the result.
A checklist, and what to send us
The routine is dull and it works. Fix the finish surface by surface while the drawings can still move. For each material, identify the credit or clause it has to answer, then pull only the page that answers it. Compare the product names on the certificate with the product names on the schedule, character by character. Check issuer, scope, verification route and date on every file before it enters the pack, and declare the status of anything lapsed in the cover note. Represent every layer of a built-up system. Then re-check the pack whenever the build-up changes.
Close the loop physically, because a document set proves what a material is and a panel proves how it reads on your wall. We make a sample, then apply a mock-up on the project itself, and the signed panel is what the finished surfaces are compared against afterwards. On a Pearl-rated job that panel earns a second job: it fixes the build-up, the colour reference and the batch that the paperwork describes, so the evidence and the wall stay attached to one another.
